The Jamaica Defence Force continues to strengthen its ability to undertake long-range strategic assessments, identify possible future scenarios, and then to develop the specific capacites needed to mitigate any associated threats to the nation. The scenarios and migration strategies are developed in strategic planning workshops at Moneague, Jamaica. These assessments are published in a series of annual publications – The Moneague Papers.
This inaugural volume addresses the security issues around the proposed trans-shipment and logistics hub in Jamaica. The proposed hub represents a great economic opportunity, but the associated threats and risks are also extremely real, as much of the world’s illicit traffic also now flow through the same hubs as the legitimate traffic. It is vital to ensure that the analysis set out in this important volume is utilized in the design and operation of the hub, so that it becomes one of the world’s best examples of safe and secure global supply and value chain activities
